Talked to Verio resellers
I talked to an account manager for the reseller program. He was quite sympathetic in a noncommittal way (aren't salesmen always), and did give me ONE assurance.
He'll put a note on my complaint number, that it's to be taken seriously.
So, let's hope we can get them off Verio. If not, I promised him I'll shout louder and louder, trying to make Verio a laughing stock until they get these spammers off their service.
And then we'll hunt them to the next server and start the process over.
Hopefully we can cost them a few days in administrative duties each time they have to move.
