Complained to the FTC
Let's see if they'll bite. Here's a copy of my complaint:
The owners or users of the webserver 161.58.59.8 are spamming blogs all over the blogosphere. Initially the URL's spamvertized (comment spam or referrer spam) show an "Account Terminated" page, but that's just a fake, to avoid complaints to the IP block owner. After a week or more, a spammy site will appear there, on the same server. I've complained to Verio, but this box has been online on the same IP number since September 2004, so we might need someone with more clout to check into this.

I'm estimating 80 percent of blogspam I'm receiving is connected to this outfit, though they also have servers in other places, including the UK.
I've got lots of log entries, and might obtain logs from some open proxy servers I've alerted soon as well.

We'll see Ann. My complaint went off to Verio and I'm trying to get Wordpress users to gather the correct info (if they are savvy enough) and submit similar reports.
I need sleep now. I'm getting hammered by attempts tonight but nothing is getting through...yet.
